Candidate Selection for the Horizontal Fusion Fiscal Year 2005 Portfolio

Horizontal Fusion conducted a one-day Portfolio Candidate's Conference on 27 April 2004 to begin the portfolio selection process for FY05. The conference provided details concerning Horizontal Fusion plans and processes for FY05 selection. Attendance at the conference was not mandatory for potential initiatives to submit a statement of work.

By providing the "seed" money to existing programs of record and emerging technologies as appropriate, Horizontal Fusion is the catalyst that has begun the movement of C2 and Intelligence Domain high priority data stores, applications, users and systems onto the internet-like enterprise infrastructure provided by GIG Bandwidth Expansion, Net-Centric Enterprise Services, Information Assurance, and the DOD Data Management Strategy. Programs of record are capable of modifying their existing operational baselines to meet the standards and requirements of a net-centric environment as well as providing significant value to services/agencies/organizations other than their own are considered for participation in each fiscal year portfolio. Selection criteria used to determine the final make-up of the portfolio each year, include, but are not limited to:

  • The extent to which Net-Centric Enterprise Services will be utilized by the program.
  • The ability for the program to meta-tag data and expose that catalog/index to the larger enterprise audience for consumption.
  • The extent to which the programs' participation will assist the DOD in addressing net-centric technology/policy/cultural "speed bumps" (i.e., security policy, the use of smart software agents, the ability to implement cross-domain information exchange, TTP and concepts of operation).
  • The length of time the modifications will take.
  • The cost of the modifications
  • The programs' ability to move the modifications into its operational baseline and maintain the changes.

The planning schedule for the selection process is as follows:

  • 27 April - Candidate Conference (Selected presentations from the conference)
  • 28 May - Candidate Proposals are due
  • Mid-July - HF Candidate Initiative Workshop (oral presentations may be required)
  • 6 August - Final Proposals due
  • 20 September - Final FY05 Initiative List Announced
